Urban Learning in a nutshell

Urban learning is about integrating
energy planning into urban planning We created a consortium with the cities
from Vienna, Berlin, Stockholm, Amsterdam, Zaanstad, Paris, Warsaw and Zagreb. We’r all facing more or less same problem that we have most of the city’s parallel
infrastructure of gas and district heating and we need to come to decisions
which is the right infrastructure for the future which will lead us to
decarbonisation and to also reduce the costs for everyone. It is giving us some kind of a possibility to adopt but also to do something like
fermentation of ideas. It’s always very interesting to learn from others you think you’re
be doing the best way but when you are
listening to other cities you can learn very much OK – Is it possible to do it that way? One big advantage was the establishment
of the local working group we have included a different department from
the Senate department and also from the district level We actually met six or seven times a
year with different departments of environment and urbanism and housing and
the main problem was the lack of communication between the two departments
urbanism and environment they used to work on both strategy and they are not talking together and Urban Learning gave us time to discuss and exchange. It has changed that we are talking
very much more together to different departments.
We started some projects together we are really looking over the whole
organization and should we work in the future with that. I think the the inspiration from the other cities has been a great part of that. During our project we found a lot of
questions and difficulties in the process and we found that every City has their own problems but we have common problems as well One of our new development areas is
brownfield Hembrugterrein. We put some high energy targets in the urban
contracts between the developer and our city so they are building efficiency
energy neutral districts. The process we see in partners like for instance in
Paris, Stockholm and the other cities it is helping us to do the same because we
are currently preparing also the energy code for the buildings for Warsaw. All of the cities have already a very
good idea developed how to integrate energy in the whole process in every
step and every phases of the process and now it’s on the implementation
of these issues.
