States colleges, UVM get plum in new Vt. budget

S PUBLIC COLLEGES AND UV HE JOINS US LIVE FROM THE NEWSROOM TONIGHT. STEW: THERE ARE WINNERS AND LOSERS IN THE NEW STATE BUDGET APPROVED BY THE HOUSE APPRORPRIATIONS COMMITTEE THIS AFTENOON IN A 10-1 VOTE. — THIS AFTERNOON. UVM AND THE STATE COLLEGES EACH GOT SOMETHING THEY REALLY WANTED THE UNIVERSITY OF VERMONT WON’T GET ANY MORE FUNDING FROM MONTPELIER IN THE BUDGET NOW ON ITS WAY TO THE HOUSE FLOOR BUT THEY WILL GET A CHANGE THEY HAVE LONG COVETED, REPEAL FROM A RULE WHICH HAS LIMITED UVM’S IN-STATE TUITION TO NO MORE THAN 40% OF THE OUT-OF-STATE RATE. UVM SAYS IT NEEDS THE FLEXIBILITY.>>IT ALLOWS US TO BETTER COMPETE FOR OUT-OF-STATE STUDENTS. OUR TUITION FOR OUT-OF-STATE STUDENTS IS THE HIGHEST IN THE COUNTRY.>>WE WANT TO BE ABLE TO CONTINUE TO COMPETE FOR THOSE BEST OUT-OF-STATE STUDENTS, MANY OF WHOM PAY FULL TUITION, THEN WE NEED TO MODERATE THE GROWTH OF THAT OUT-OF-STATE TO WISH AND BILL. STEW MEANTIME, FOR THE STATE COLLEGES, THEY WILL SEE A 3% BOOST IN FUNDING. THEIR FIRST INCREASE IN ALMOST A DECADE.>>AT LEAST THEY KNOW THAT THEY CAN PLAN ON 3.1%.>>IT’S A STEP FORWARD AND WE APPRECIATE WHAT THIS COMMUNITY HAS DONE FOR U IN A REALLY CHALLENGING BUDGET YEAR. STEW HIGHER EDUCATION ONE OF DOZENS OF LINE ITEMS IN THE NEW STATE BUDGET HEADING TO THE HOUSE FLOOR. THE COMMITTEE SAYS IT TRIED TO SLOW SPENDING GROWTH EVERYWHERE IT COULD.>>DEBATE DRIVERS WERE INCREASE IN MEDICATION IN MEDICAID UNDER THE AFFORDABLE CARE ACT AND PEOPLE DEPENDENT ON MEDICAID FOR THE PRIMARY RATHER THAN A SMALL SUPPLEMENT. STEW: ANOTHER BIG EXPENSE, CHILD PROTECTION PROGRAMS WITH MANY MORE KIDS NOW IN STATE CUSTODY BECAUSE OF OPIATE USE AMONG PARENTS. OVERALL, STATE SPENDING RISES NEARLY 3% IN THIS NEW BUDGET PROPOSAL.
